The purpose of asking for the information at this point in the application procedure is to comply with government record keeping, reporting and other legal requirements, per the new definition of "The Internet Applicant" issued by the Office of Federal Contract Compliance Programs (OFCCP) on February 6, 2006 (41 CFR 60 1.3 and amending 41 CFR 60-1.12).
